Message obviously the thing is copyrighted, password protected, etc. The author made it very clear that it was not to be distributed. The report is the only product he sells on his web site. I don't remember the web site off the top of my head. I'm normally not such a hard-ass, but I would mostly stick to the agreement I made when purchasing the report.

Like most research, the info he shares is already out there, he just put in the time and experience to bring it together in one place. Basically, there are a bunch of federal regulations that cover ALL public roadways about surveys and engineering tests for speed limits. The first big mistake the cops make is that they think they're immune from these federal regs because they're not writing the tickets on a federal highway such as an interstate. The author proves this assumption wrong, quoting the legal statutes.

The next level where the tickets can be beaten is that in order for an individual to be found guilty of speeding, certain engineering results have to be on file as a public record for that exact stretch of road where the ticket was written. If not, then the ticket is not legal. Most of the time, the necessary paperwork is not even on file, and the ticket can be throw out. Tracking down the public records can take a lot of legwork, but supposedly the law favors those who do.

There were other little "tricks" too, about the psychology of the trial, etc.
